The DanChurchAid (DCA) / Norwegian Church Aid (NCA) Joint Palestine Programme is seeking a highly talented and motivated Humanitarian Programme Coordinator (PC) to join our dynamic team.

DCA and NCA have worked with local partners in Palestine since the 1950s. The two organisations operate jointly under the Joint Country Programme (JCPP), which contributes to the goals of:

  • fighting extreme inequality,
  • building resilient communities, and
  • saving lives in the occupied Palestinian territory (oPt).

The JCPP is supported by, and manages contracts from, a diverse portfolio of institutional and private donors, including the Governments of Denmark and Norway, and the United Nations

The role

We are seeking a highly skilled professional with strong analytical, organisational, facilitation and representation skills.

 As the Programme Coordinator, you will:

  • Lead and coordinate high-quality programming under the JCPP’s Save Lives goal.
  • Oversee the planning and implementation of humanitarian and emergency responses in alignment with human rights and international humanitarian law. 
  • When/if needed, contribute to the Build goal through coordination of community-led and economic empowerment. 

You will work closely with strong local and international partners to ensure effective and adaptive programme implementation. The PC plays a central role in donor engagement, compliance planning, documentation, timely reporting and risk management across the portfolio. 

Key qualifications / Experience expected/ Education:

We are looking for a driven, intelligent, organised, and resilient professional with deep contextual knowledge and a strong commitment to human rights and international humanitarian law.

Required:

  • Minimum B.A degree in social sciences, human rights, humanitarian assistance or related fields.
  • At least 5 years’ experience of managing large projects funded by the OCHA, ECHO and other institutional donors in similar INGO or NNGO, including project development and donor reporting.
  • Strong ability to monitor, analyse, and report on humanitarian developments, disaster relief/management, or emergency situations in Palestine.
  • Demonstrated experience engaging in UNOCHA cluster meetings, other actors’ meetings, conferences, and consultations with other agencies and partners on humanitarian and emergency relief-related matters.
  • Proven experience submitting donor proposals through institutional donors’ systems (e.g OCHA and ECHO).  
  • Excellent programme management skills including planning, coordination, documentation, and managing complex workloads.
  • Strong ability to build and maintain effective partnerships with and community stakeholders.
  • Ability to remain patient, adaptable, flexible, communicative, and effective under pressure.
  • Clear understanding of the political and social context in oPt.
  • Commitment to ensuring program, quality compliance and accountability. 
  • Fluency in Arabic and English with exceptional written and verbal communication skills in both languages.
  • Demonstrated experience in protection mainstreaming within humanitarian programming and risk management, including development of mitigation plans.
  • Self-motivation, creativity, and an ability to perform individually and as part of a team.

Desirable

  • Knowledge of international human rights law and international humanitarian law. 
  • Experience in nexus programming (including community-led approaches, sclr approach).
  • Experience in development/economic empowerment programming.
  • Experience in international advocacy in humanitarian setting.
  • Strong local and international professional networks.
  • Proven experience integrating climate and environmental considerations into humanitarian programming, ensuring alignment with relevant standards and best practices.
