Planning, Monitoring & Evaluation (PME) Officer

We're seeking a Planning, Monitoring & Evaluation (PME) Officer to strengthen the delivery of inclusive, accountable, and evidence-driven democratic governance programmes. This is a core programme role- not just about tracking results, but ensuring that data, evidence, and field insights actively shape programme implementation, adaptation, and impact. You will work across programme design, implementation, and results tracking — ensuring strong integration between planning, monitoring, and adaptive management. The role is central to maintaining programme quality, accountability, and responsiveness to context. This role reports directly to the Country Director. 

Key Responsibilities:

  • Lead integrated planning processes, including work plans, results frameworks, and alignment with budgets.
  • Coordinate implementation of programme activities and partnerships.
  • Track progress against logframes, deliverables, and performance indicators.
  • Strengthen data systems, tools, and data quality assurance processes.
  • Contribute to high-quality donor reporting and internal analysis.
  • Facilitate reflection and learning processes to inform adaptive programming

What We’re Looking For:

  • 3–7 years’ experience in PME within governance, democracy, or development programming.
  • Strong understanding of theories of change, logframes, and results-based management.
  • Experience supporting programme implementation and coordinating stakeholders.
  • Familiarity with EU or institutional donor reporting frameworks is an advantage.
  • Proficiency in data tools (e.g. KoboToolbox, ODK, Excel; Power BI is a plus).
  • Strong analytical, coordination, and facilitation skills
