Background:
Norwegian People’s Aid (NPA) Sudan is an International Non-Governmental Organization involved in humanitarian, relief and long-term development cooperation in Sudan. NPA Sudan wishes to recruit a highly competent, proactive and self-driven individual for a consultancy in the role of Senior Humanitarian Advisor within our humanitarian programme in Sudan. NPA Civil Society and Humanitarian programmes in Sudan are implemented with our partners in Sudan. NPA began its humanitarian work in Sudan with the start of the war in April 2023, supporting national NGO partners and locally-led humanitarian responses in delivering general humanitarian assistance and support to food security and livelihood (FSL) and Sexual and Gender-Based Violence (SGBV) activities. In 2024, NPA also piloted support to local partners in the development of Conflict Preparedness and Protection (CPP) activities and messaging.
NPA Sudan is committed to strengthening and expanding its humanitarian programming to effectively address the needs of vulnerable populations. To enhance the development, management, and impact of our humanitarian initiatives, NPA seeks to hire a consultant in the role of Senior Humanitarian Advisor to provide programme development, technical support, and capacity strengthening within the country operations.
Objective of the Consultancy:
The overarching objective of this consultancy is to support the development and growth of NPA's humanitarian programme in Sudan through strengthened operational and coordination strategies, additional partnerships, improved reporting mechanisms, and enhanced staff and partner capacity.
Scope of Work: The Senior Humanitarian Advisor will be responsible for:
- Strategic Development: Contributing to the development and refinement of NPA Sudan’s humanitarian strategy and ensuring alignment with national and donor priorities.
- Programme Growth: Providing expert technical advice to scale-up and optimize humanitarian interventions while ensuring quality and accountability standards.
- Contribute to the development of funding proposals.
- Monitoring & Reporting: Strengthening internal and partner reporting systems, ensuring timely, accurate, and transparent reporting to donors and stakeholders.
- Capacity Building: Conducting training and mentorship for NPA staff and partners on humanitarian standards, safety, programme management (including remote management), and humanitarian best practices.
- Partnership & Coordination: Supporting NPA’s engagement with donors, NGOs, UN agencies, and other partners to promote coordination and collaboration.
- Risk Management: Assisting in identifying, assessing, and mitigating contextual and operational risks related to humanitarian activities.
- Representation: Representing NPA in relevant forums, and advocating for best practices and the needs of vulnerable communities.
Qualifications and Experience
- Advanced degree in International Development, Humanitarian Action, or a related field or relevant comparable work experience.
- Minimum of 7 years experience in humanitarian programming, strategy development, and capacity building.
- Extensive experience working in Sudan or similar contexts.
- Experience working in partnership with local organizations and knowledge on localization, working with mutual aid groups.
- Experience working with the group cash transfer methodology is of added value.
- Proven experience facilitating organizational and staff capacity strengthening.
- Strong understanding of humanitarian standards (e.g., Sphere, HRF, GAP) and donor requirements.
- Excellent communication, stakeholder engagement, and coordination skills.
- Language skills: English and knowledge of Arabic is of added value.
The ideal candidate is someone who has strong experience working within the humanitarian field, is passionate about supporting the localization agenda and seeing the importance of increasing our support to local responders within the ongoing humanitarian reset. The candidate will have demonstrated the skills and experience needed to build teams and local partners and see their staff and partner growth as part of their responsibility. The candidate is willing to work in a small team and within the framework of NPA’s core values and to promote NPA’s vision of Solidarity in Action.
Personal Competencies:
The consultant will need to abide by the policies and personal codes of conduct set by the Norwegian People’s Aid (NPA) and represent the organisation in a loyal and responsible manner.
Duration and Work Arrangements
This is a full-time consultancy for 6 months. The consultant will work closely with NPA Sudan’s leadership and staff, with the flexibility for remote work and in-country visits as needed, adhering to safety protocols. Ideally the consultant can work out of NPA’s Horn of Africa office in Nairobi, Kenya.
