Job Summary:
 
The Assistant Director Agriculture – Soil Management will support the Deputy Director in planning, coordinating and implementing soil conservation and sustainable land management programmes within the County. The officer will provide technical leadership in soil fertility management, erosion control, land rehabilitation, and climate-smart agriculture initiatives aimed at improving agricultural productivity and environmental sustainability. 

Duties and Key Responsibilities

The successful candidate will be responsible for:

A. Programme Coordination
  • Coordinating implementation of county soil conservation and land management programmes.
  • Supervising soil management initiatives at sub-county and ward levels.
  • Supporting development and implementation of soil fertility improvement strategies.
B. Policy and Planning
  • Participating in formulation and review of county policies, strategies and programmes relating to soil and land management.
  • Supporting preparation of annual work plans, budgets and programme reports.
  • Contributing to development of soil conservation guidelines and technical manuals.
C. Technical Advisory Services
  • Providing technical guidance on soil fertility management, erosion control, watershed management and land restoration.
  • Supporting soil testing programmes and dissemination of soil management recommendations to farmers.
  • Advising farmers and stakeholders on sustainable land use practices.
D. Monitoring and Evaluation
  • Monitoring implementation of soil management programmes and projects.
  • Preparing technical reports, progress briefs and performance indicators.
  • Supporting evaluation of programme impact and recommending improvements.
E. Stakeholder Coordination
  • Coordinating collaboration with national government agencies, research institutions, development partners and community organizations.
  • Supporting farmer training, extension programmes and community mobilization activities.
F. Supervision and Administration
  • Supervising Principal Soil Management Officers and Senior Soil Management Officers.
  • Coordinating staff performance management and capacity development.
  • Ensuring compliance with county policies, procedures and public service standards.
G. Resource Mobilization
  • Supporting development of proposals and partnerships for soil conservation programmes.
  • Assisting in mobilizing resources to support climate-smart agriculture and land restoration initiatives.
Job Dimensions
A. Supervisory Responsibility
Supervises:
  • Principal Soil Management Officers
  • Senior Soil Management Officers
  • Soil Management Officers at field level (through sub-county supervision)
B. Financial Responsibility
  • Supports preparation and monitoring of soil management programme budgets
C. Decision-Making
  • Provides technical recommendations on soil conservation initiatives.
  • Advises senior management on programme priorities and interventions.
Qualifications and Experience

For appointment to this grade, an officer must have:

Academic Qualifications
  1. Master’s Degree in Soil Science
  2. A Bachelor’s degree in 
  • soil Science
  • Agronomy
  • Agriculture
  • Land Resource Management
  • Agro- ecosystems and environment
Professional Experience
  • Must have a relevant experience of at least 9 years
  • Served for at least five (5) years as senior officer in agriculture or in a comparable and relevant position in the public service or private sector.
Professional Training
  • Attended a Senior Management Course or a Management Course lasting not less than four (4) weeks from a recognized institution.
Professional membership
  • Must be a member of the Soil Science Society of Kenya or any other relevant professional body related to management.
