Duties and Key Responsibilities
Duties and responsibilities at this level will entail:
- An officer at this level will be deployed to a county department or board to act as head of secretariat to the Human Resource Management advisory committee.
- The officer will participate in the collection, collation, and analysis of human resource management and development data from county departments and make appropriate recommendations.
- Preparing and processing cases for the County Human Resource Management Advisory Committee;
- Implementing human resource management decisions within existing rules, regulations, and procedures;
- Preparing and compiling reports on the implementation of performance management systems including performance appraisal systems;
- Management of human resource information systems;
- Undertaking training needs assessment;
- Identifying training and development programs;
- Carrying out training needs analysis;
- Preparing training projections and plans;
- Undertaking evaluation of training programs;
- Developing, updating and maintaining human resource development data and records.
The officer will also deal with:
- Trade Union liaison and stakeholder coordination
- Serve as the primary contact person between the County Government and all recognized trade unions in the health sector.
- Coordinate structured engagement forums, consultative meetings and joint committees with union representatives.
- Provide advisory support to management on effective union engagement approaches.
- Union relationship management and engagement strategy
- Develop and implement strategies to foster positive and productive relationships with union leadership.
- Build trust through continuous engagement, transparency, and responsiveness to union concerns.
- Collective Bargaining Agreement (CBA) Negotiation, Interpretation and Implementation
- Participate in the preparation and negotiation of Collective Bargaining Agreements (CBA).
- Interpret CBA provisions and provide guidance to management and staff on their application.
- Monitor and ensure consistent implementation of CBA terms across all health facilities.
- Support planning and data preparation for future CBA negotiations.
- Compliance and Policy Implementation
- Ensure compliance with Kenyan Labour Laws, public service regulations and county HR policies.
- Advise management on Labour laws, union matters and disciplinary procedures.
- Support the development, review, and implementation of HR policies related to Labour relations.
Qualifications and Experience
For appointment to this grade, a candidate must have:
- Served as a Chief Human Resource Management Officer II for a minimum period of three (3) years.
- Bachelor’s Degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science/Government, Industrial Relations, Labour Relations, Anthropology, or any other relevant social science from a recognized institution;
- Master’s Degree in Human Resource Management will be an added advantage;
- Demonstrated knowledge of Kenyan Labour Laws and regulations, including the Labour Relations Act, Employment Act, and Public Service Commission regulations;
- Attended a management course lasting not less than four (4) weeks;
- Proven experience in collective bargaining, dispute resolution, and grievance handling;
- Membership in the Institute of Human Resource Management in good standing;
- Certificate in computer application skills from a recognized institution.
- Shown merit and ability as reflected in work performance.
