Title: Deputy Regional Director – Eastern Africa Region

Role

The JRS EAR Deputy Regional Director is responsible for assisting the Regional Director by providing him with the necessary support in the management of the Region. This position includes the responsibility to help propose and implement comprehensive regional strategies.


The Eastern Africa Region comprises 6 countries namely Ethiopia, Kenya, South Sudan, Uganda, Burundi and Tanzania. The Region is expected to expand to include South Africa, Malawi and Mozambique. This expansion will be effective from August 2025 when the Region will become Eastern & Southern Africa Region (ESAR).


Key Responsibilities

Strategic Vision and Planning

  • Promote the vision, identity and unity of the JRS in the Region.
  • Assist the Regional Director and Country Directors in the development and implementation of multi-year strategies.
  • Assist the Regional Director in setting policies for the JRS EAR in consultation with the Project Directors, Country Directors and the International Office.
  • Assist the Regional Director in the design and implementation of regional strategic planning.
  • Advise the Regional Director on key regional and country issues.

Supervision and Staff Care

  • Assist the Regional Director in providing support, direction and supervision to Country Directors (e.g implementation of the regional priorities & strategic vision) and to the Regional Office Staff.
  • Support the various processes at the country office level, in accordance with the JRS EAR Inter Office Coordination Procedures (IOCP).
  • Assist the Regional Director to ensure a better workforce planning in the Region, in coordination with the Country Directors (recruitment of expatriates, annual performance evaluations, moving expatriates between countries taking into account experiences and needs...)
  • Assist the Regional Director in ensuring the well-being and commitment of the Country Directors and, as a result, the general well-being and safety and security of all the JRS staff in the Region in collaboration with the Country Directors and Country HR Officers.
  • Encourage and strengthen the capacity of Country teams so that they can achieve their goals with greater operational autonomy.
  • In coordination with Country Directors and Country HR Officers, ensure that all JRS HR Manual and Policies are updated and followed by all staff.
  • Visit the Country and Project Field Offices, listen to them and support each member of the staff. Raise any particular concern to the attention of the Regional Director.
  • Supervise the Regional Office Staff.

Programs & Grants Monitoring

  • Ensure that the JRS project cycle is followed by the Country and Project Offices.
  • Develop a tracking tool to consolidate all donor agreements for each Country in the Region and support the Country Directors in the continuous maintenance of various reporting deadlines to donors.
  • Assess new initiatives to open new projects after consultation with the Regional Director and Country Directors and other key members of the regional management.
  • Facilitate project evaluation and determine how the exit, closure or transfer process can best be achieved for each project.
  • Ensure the capitalization of the Region's achievements and learning.
  • Ensure that best practices are harmonized between the different Country programs in the Region.

Finance and Budgeting

  • Prepare for the consolidation of the Region's accounts and to ensure better distribution and optimal use of funds.
  • Ensure that all offices in the Region (Regional, Country and Project Offices) implement Navision.
  • Assist the Regional Director to ensure that the various Country and Project Offices have the necessary funds.
  • Support the annual country-level planning and budgeting process. Ensure that the Regional Director approves the Country Budgets before they are implemented.

Coordination and Communication

  • In coordination with the International Office Focal Points (Finance, Programmes, HR) for the Region, organize the technical monthly meeting with the Country Officers to provide them support in their areas of challenge.
  • Hold a weekly meeting with the Regional Director.
  • Prepare agenda and take minutes for the monthly Country Directors meeting.
  • Support the Regional Director to plan and facilitate a meeting of JRS Country Directors at the regional level twice a year.
  • Support the Regional Director to plan and facilitate the Advisory Board meeting twice a year.
  • Support the Regional Director in representing JRS with key stakeholders

Qualification and Experience

The candidate should have:

  • An advanced, accredited university degree in Management, Political Sciences, Law, International Development or another related discipline. An undergraduate degree with strong relevant field experience will be considered in lieu of an advanced degree.
  • Minimum of ten (10) years’ experience of increasing responsibilities in human service organizations, ideally in humanitarian or development organizations with a strong human rights, and/or faith, background. Experience in project development and management, work with refugees, and/or advocacy with forcibly displaced people is a particular advantage.
  • Minimum of five (5) years’ employment in a managerial or leadership position
  • Demonstrated evidence of leadership in a professional setting/humanitarian response with the ability to think strategically, motivate others, create new projects, solve problems and be part of a multi-cultural and multi-faith team.
  • Proven performance in organizational management, budget development and management, and general office coordination.
  • Demonstrated ability to fundraise.
  • Demonstrated evidence of an entrepreneurial spirit.
  • A proven ability to capture impact and learning from operations and feed it into new programmes.
  • Knowledge of and/or familiarity with key concepts and current trends in forced migration and challenges faced by forcibly displaced people.
  • Strong interpersonal skills, including the ability to listen, effectively communicate, negotiate and work creatively with stakeholders of varying backgrounds: beneficiaries, government representatives, church leaders and refugee groups among them.

Language:

  • Excellent proficiency in written and verbal English.
  • A professional working knowledge of French is highly desirable.

CONSULTING ASSIGNMENT: CONDUCT CHILD SAFEGUARDING MONITORING IN 8 JRS PARTNER SCHOOLS LOCATED IN ADJUMANI AND OBONGI DISTRICTS.


Jesuit Refugee Service (JRS) is a ministry of the Society of Jesus, acting as an international non-governmental organization with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organization was founded in 1980 and has a presence in 58 countries. In Uganda, JRS operates in two locations, Kampala and Adjumani in the West Nile Region, offering services encompassing basic needs, education, mental health & psychosocial support, livelihoods, socio-economic integration, pastoral care, peacebuilding, and reconciliation.


Description

JRS, Adjumani Project, is implementing a 3-year Gender-Responsive Education Project in Adjumani & Obongi, focusing on three main outcomes: improved quality of secondary education and learning outcomes, increased equity of access to secondary education, and strengthening secondary education systems. The project mainly aims to support, improve, and enhance secondary education in the Adjumani and Obongi districts, which were identified as having significant gaps in the education sector. JRS is collaborating with selected secondary schools—six in Adjumani (Pagirinya SS, Nyumanzi SS, Ayilo II SS, St. Mary Assumpta Girls' Senior Secondary School, Mungula SS, and Boroli SS), and two in Obongi District (Itula SS, Palorinya SS). This project aims to increase access to quality, equitable secondary education, especially for girls, through Gender-Responsive Education (GRE) in the refugee-hosting districts of Adjumani and Obongi, based on the JRS gender analysis conducted in 2019.


JRS Adjumani project is seeking a dedicated Consultant with extensive experience in child protection and safeguarding within educational settings to conduct close monitoring on protection and safeguarding, addressing any gaps in the 8 JRS Partner schools over 3 months.


Objectives of the Consultancy

The main objectives of the consultancy are.

  • To review the status of Child safeguarding in 8 schools, partnering with JRS in Adjumani and Obongi District
  • To ensure that the teachers and key stakeholders (Including school administrators and support staff) sign the child safeguarding policy, understand its contents, and are committed to implementing it consistently.
  • To support the development or strengthening of clear, confidential, and accessible effective reporting and referral systems that empower children and staff to report safeguarding concerns.
  • To create and promote a safe and supportive environment for all students to ensure their physical, emotional, and psychological well-being.
  • To ensure that safeguarding practices are culturally sensitive and inclusive, addressing the diverse needs of all students.
  • To establish a collaborative framework that engages District Education Officers, school Boards of Governors, PTAs, and other community stakeholders, enhancing child protection initiatives and ultimately improving student safety and well-being in schools
  • To build the capacity of school-based safeguarding focal persons and leadership teams, ensuring sustainability of safeguarding practices beyond the consultancy period.

Key Responsibilities for the Consultant


Safeguarding Policy Assessment and Development

  • Review existing safeguarding policies and practices in 8 secondary schools. Teachers who have signed safeguarding policies understand and implement
  • Recommend updates or new policies to align with current legal requirements and best practices.
  • Develop a simple induction package for new teachers and staff joining the school mid-term or in the future, to ensure continuity in safeguarding awareness and compliance.
  • Ensure that school practices reflect commitment to safeguarding children.

Discussion and Awareness

  • Design and deliver child safeguarding material for school staff, including teachers, administrators, and support staff.
  • Organize a one-time experience-sharing session or peer learning meeting among safeguarding focal persons across the 8 schools, to exchange strategies and good practices.
  • Facilitate meetings and discussions to foster a culture of safety and responsiveness.

Risk Assessment and Mitigation

  • Conduct risk assessments related to child safeguarding within the school environment.
  • Provide each school with a customizable safeguarding action plan template to support structured follow-up and integration into school improvement plans.
  • Identify specific vulnerabilities and recommend strategies to address these risks effectively.
  • Assist schools in developing action plans to mitigate identified risks.

Case Management Support:

  • Provide expert guidance on handling safeguarding cases, including reporting procedures, investigation, and intervention strategies.
  • Collaborate with senior women/men teachers, Head Teachers, PTA & BOG to builds a strong support network dedicated to safeguarding children in schools. Establish or verify school linkages with local child protection service providers, including health centers, police child protection units, and child welfare officers for cases beyond school capacity.
  • Support schools in establishing proper safeguarding and records management.

Monitoring and Evaluation:

  • Support 8 schools in developing metrics to evaluate the effectiveness of safeguarding measures in their schools.
  • Monitor and assess the implementation of safeguarding policies and procedures in all the 8 schools, and highlight what is going well and what Is not going well(comprehensive and two-page reports).

District Engagement:

  • Engage the District Education Officers in the two districts to study the content of the Ministry of Education's child safeguarding and support the 8 schools to strengthen their school practices.
  • Involve the District Education Officers in ensuring that the Child Safeguarding policy and Code of Conduct are understood and signed by all the teachers in the 8 partner schools.

The expected deliveries:

  • Assessment Reports: Comprehensive reports for each school, Partnering with JRS about safeguarding policies and practices, identifying strengths and areas for improvement.
  • Adapted safeguarding training and reporting tools available in English and one local language (e.g., Madi or Arabic) for improved accessibility.
  • Support and Guidance: Ongoing support for school leadership in implementing safeguarding measures and responding to safeguarding incidents.
  • At least 2 peer leaders per school oriented on child safeguarding principles and reporting roles, with clear documentation of responsibilities.
  • Three short case studies or success stories documented, demonstrating improvement or innovation in school-based safeguarding practices.
  • Referral directory or contact list created for each school, mapping the available local services for reporting and response.
  • Monitoring and evaluation: Regularly monitor and evaluate the effectiveness of safeguarding measures and ensure continuous improvement.
  • Policy Development: Assisting schools and JRS in developing and implementing robust safeguarding policies and procedures that comply with national regulations and best practices.
  • Risk Assessment Tools: Development of tools to identify potential safeguarding risks specific to the school environment.
  • Collaboration with Local Services: Establishing connections with local child protection agencies and services for ongoing support and collaboration.

Timeframe for Deliverables

  • The consulting period is 3 months, conducting Child safeguarding monitoring in 8 JRS Adjumani partner schools in Adjumani and Obongi districts, starting from 04.08.2025 to 31.10.2025

Qualifications and Competences

  • A Bachelor of Education (B.Ed), Social Work, Psychology, Child Development, or a related field.
  • Professional certifications in Child Protection or Safeguarding
  • Minimum of 3-5 years of experience in child protection, safeguarding, or a related role within educational settings.
  • Proven experience in child safeguarding, preferably within an educational context.
  • Strong understanding of relevant child protection legislation and policies.
  • Experience in conducting risk assessments and developing safeguarding protocols.

JOB DESCRIPTION

The Jesuit Refugee Service (JRS) is an international humanitarian Catholic organization with a mission to accompany, serve and defend the rights of refugees and forcibly displaced people. It is essentially a service-oriented organization offering direct assistance to refugees and internally displaced persons in Australia, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, and Thailand. The style of service is direct and personal, working in situations of greatest need, seeking the long-term well-being of refugees and displaced persons, while not neglecting their immediate or urgent needs. Since July 2023, JRS has been implementing the five-year project, “Research and Advocacy for Climate Policy and Action” (RACPA), with the overall goal of increasing climate resilience in coastal and island communities in Indonesia and Philippines. This position is established to manage the overall implementation, coordination, and reporting of progress for the project starting July 2025 onwards.


Overall Position Purpose:

The Regional Project Manager is responsible for coordinating the project implementation and reporting of RACPA in coordination with country partners as well as coordinating with Caritas Australia. This project targets specific communities in Indonesia and the Philippines in collaboration with consortium partners, Institute for Social Research, Democracy, and Social Justice (Percik Institute) and the Environmental Science for Social Change (ESSC); community members; and sub-national to global networks and partners.


Responsibilities:

Project Implementation

  • Ensure the timely and efficient implementation of research, community empowerment, and advocacy activities, and the achievement of yearly targets in collaboration with consortium partners and staff;
  • Lead the overall grant, program, and financial management of the project and develop solutions and catch-up plans as the need arises with program and finance teams;
  • Coordinate with consortium partner activities such as cross-country visits and establish platforms for learning visits, multi-stakeholder forums, research presentations, and/or awareness-raising activities, among others;
  • Coordinate preparation of proposals for research results dissemination and advocacy opportunities, such as international conferences;
  • Contribute to the sustained partnership with research and advocacy stakeholder networks and enable awareness raising and policy advocacy through these networks;
  • Provide technical inputs and ensure project compliance;
  • Ensure proper expenditure according to budget with finance teams; and,
  • Represent JRS and project implementation partners as requested by supervisor.

Project Monitoring and Reporting

  • Facilitate regular coordination meetings with JRS implementation partners for monitoring and learning;
  • Ensure various monitoring tools are in place to gather baseline, midline and endline data, and/or pre-test and post-test results;
  • Develop and finalize project planning and reporting documents as required by JRS and donor/s;
  • Ensure compliance with JRS and donor requirements on GEDSI and Safeguarding; and
  • Ensure overall quality of both program and financial plans and reports.

Qualifications and Experience:

  • University degree in Climate and Migration Studies, Environmental Studies, Development Studies, Development Communications, or relevant fields;
  • Minimum of three (3) years’ professional experience in project planning and development, implementation, and coordination with international organizations, consortium, and donors;
  • Demonstrates ability to work successfully with multicultural teams in a remote work arrangement
  • Strong knowledge and skills in partner mobilization, facilitation, project cycle management, policy dialogues, networking and advocacy, research, and monitoring and learning;
  • Strong background in climate change and displacement fields;
  • Excellent professional writing skills in the English language. Knowledge of Bahasa Indonesia or Filipino is strongly recommended.

Background:

The Jesuit Refugee Service (JRS) is a Catholic non-governmental organization that provides specialized support services to refugees/returnees, forcibly displaced persons, and asylum seekers. Its mission, as specified in its Charter, is to accompany, serve, and defend the rights of refugees and other forcibly displaced persons. This mission is based on a faith in God's presence in human history, even in its most tragic moments.


In Burundi, JRS operates in five Congolese refugee camps (Kinama, Musasa, Kavumu, Bwagiriza, and Nyankanda) located in the provinces of Ruyigi and Muyinga, and in urban areas (Bujumbura and Rumonge), as well as in the provinces of Makamba, Cibitoke, Cankuzo, Rutana, and Kirundo. Its areas of intervention include education, economic empowerment, psychosocial support, protection, reintegration, and reconciliation.


JRS also works in Tanzanian refugee camps located in the Kigoma region, with three successive departments: Education, Psychosocial Support, and Reconciliation. It operates with several administrative, implementation, and support staff at all levels, including incentive workers in the camps, office attendants, drivers, deputy coordinators and coordinators at various bases, the project director, and program, finance, and logistics teams.


It is in this context that JRS-Burundi-Tanzania is seeking to recruit a Finance Officer with extensive experience in the field.


2. General Objective

The Finance Officer for Burundi-Tanzania is part of the management team and, working closely with the Country Director, will coordinate and supervise the financial aspects of the national office, base/site/project offices, and the National Finance Coordinator, under the direction and supervision of the Country Director. They will be responsible for finances in the national office. They will work with the national office team and in close contact with the Program Manager, Project Managers, and Accountants at the project level.


3. Specific Objectives

· Ensures strategic financial planning (annual budget, project budget, and monitoring)


· Budget Management: Monitors performance on the mission


· Grant Management: Ensures ongoing compliance with regulatory, contractual, legal, and financial compliance requirements associated with donors;


· Reporting: Prepares financial reports for internal management purposes and for external donors (UNHCR, UNICEF, Alboan, Entreculturas, Jesuit Missions, etc.) within the specified timeframe


· Capacity Building: Provides ongoing training and technical support to NB and project finance staff to improve their skills

4. Strategic Planning


· Lead the country's financial planning and budgeting process;

5. Budget Management


· Prepare the country's annual budget, optimizing resource allocation for specific expenditures, based on grant restrictions and program needs;

· Prepare reports and financial statements to be submitted to the National Director;

Grant Management


· Ensure ongoing compliance with regulatory, contractual, legal, and financial compliance requirements associated with donors;


· Follow up on recommendations arising from visits and audits of accounts by donors or their representatives;


· Monitor and track subcontracting, including the review of proposals and financial reports;


· Coordinate the physical and electronic archiving of administrative and financial documents for each grant (contracts, interim and final reports).


6. Reporting


· Prepare financial reports for internal management purposes and for external donors (UNHCR, UNICEF, Alboan, Entreculturas, Jesuit Missions, etc.);


· Submit JRS budget monitoring reports to the National Director for approval monthly before forwarding them to the Regional Office;


· Coordinate the scheduling and monitoring of financial audits for various projects. Define the audit plan and participate in external auditor missions, facilitating their information gathering within the organization.


7. Capacity Building


· Provide ongoing training and technical support to National Office and project finance staff to improve their skills in accounting and treasury management, reporting, and internal control;


· Provide orientation and placement for new administrators or accountants;


· Visit projects/bases/sites to:

- Ensure appropriate internal financial controls

- Ensure compliance with appropriate accounting methodology

- Ensure compliance with internal and external reporting deadlines


8. Coordination


· Work closely with the National Program Officer in preparing project proposal budgets and drafting donor reports;


· Work closely with the Logistics Manager to ensure a sound internal control system;


· Supervise the Finance Administrator in accounting and treasury management activities;


· Perform any other tasks assigned by the National Director.


9. Supervision

The Finance Manager reports to the Country Director and provides the following reports:


- Prepare all financial reports - Inter-CO, donors, data collection


- Ensure that donor and statutory audits are carried out


- Prepare donor budget proposals and Tanzanian revisions


- Coordinate and implement the Tanzanian annual budget


- Prepare the monthly balance sheet


- Ensure that the JRS annual budget is uploaded to NAVISION Burundi


- Prepare and manage the salary scale


- Ensure that salaries are entered into NAVISION after verification


- Prepare budget forecasts


- Regularly visit the field teams in both countries and provide support and feedback to the SMTs on financial matters


10. Other Duties


- Maintain close working relationships with the national teams, regional teams, and the International Office to ensure consistency of strategy and implementation with JRS's overall objectives


- Represent JRS in all relevant coordination forums Consortium as needed.


- Lead negotiations regarding new funding contracts.


- Maintain good relationships with JRS partners and other stakeholders (UNHCR, donors, church organizations).


11. Experience - Technical Skills and Qualifications:


- Master's degree in Finance, Business Administration, or equivalent;


- More than five (5) years of work experience in the same position in an international humanitarian organization;


- Experience working with refugees or forcibly displaced persons. Knowledge of the realities of life in refugee and displaced persons camps;


- Professional attitude and demeanor: dynamism, coordination and teamwork skills, autonomy in the performance of duties, leadership, honesty, and organizational skills;


- Proficiency in Microsoft Excel and another internationally recognized accounting system;


- Solid experience in accounting, financial reporting, and data analysis;


- Solid knowledge of accounting procedures, financial control, and financial information systems;


- Experience in preparing budgets for donor proposals: UNHCR, EU, UNICEF, US Aid, Jesuit Missions, individual donors, etc.;

Knowledge of national laws that impact financial analysis;

- Knowledge of Microsoft Navision is an asset;

Background:

The Jesuit Refugee Service (JRS) is a Catholic non-governmental organization that provides specialized support services to refugees/returnees, forcibly displaced persons, and asylum seekers. Its mission, as specified in its Charter, is to accompany, serve, and defend the rights of refugees and other forcibly displaced persons. This mission is based on a faith in God's presence in human history, even in its most tragic moments.


In Burundi, JRS operates in five Congolese refugee camps (Kinama, Musasa, Kavumu, Bwagiriza, and Nyankanda) located in the provinces of Ruyigi and Muyinga, and in urban areas (Bujumbura and Rumonge), as well as in the provinces of Makamba, Cibitoke, Cankuzo, Rutana, and Kirundo. Its areas of intervention include education, economic empowerment, psychosocial support, protection, reintegration, and reconciliation.


JRS also works in Tanzanian refugee camps located in the Kigoma region, with three successive departments: Education, Psychosocial Support, and Reconciliation. It operates with several administrative, implementation, and support staff at all levels, including incentive workers in the camps, office attendants, drivers, deputy coordinators and coordinators at various bases, the project director, and program, finance, and logistics teams.


It is in this context that JRS-Burundi-Tanzania is seeking to recruit a highly experienced Program Officer in the indicated field.


2. General Objective


The National Program Officer for Burundi and Tanzania is part of the senior management team and leads the implementation of the programmatic priorities identified in the strategic plan.


This role is responsible for cross-functional program information management, robust design of high-quality programming, comprehensive monitoring, evaluation, accountability, and learning, and ensuring compliance with donor and JRS policies and minimum standards. The Program Officer will also be responsible for providing leadership and strategic direction in the development and implementation of the JRS vision and strategy in Burundi and Tanzania. The role is responsible for supporting the implementation of high-quality country and multi-country and border/cross-border programs that are relevant, timely, and in accordance with best practices and technical standards. This position also ensures the successful and high-quality development of the Burundi and Tanzania programs. 3. Specific Objectives


Program Management:

  • Oversee the overall implementation and quality of the entire project cycle management and, in coordination with the project managers, project coordinators, and the Education Expert;
  • Lead and coordinate the development, implementation, and monitoring of the JRS Burundi-Tanzania strategic plan and individual sector strategies in education, empowerment, psychosocial support, among others. Lead the development of partnership strategies and the localization process in both countries.
  • Foster synergies across program areas (integrated approach), support the strong integration of JRS intervention areas in all initiatives, and ensure compliance with quality standards.
  • Support the Monitoring and Evaluation Department in the deployment of qualitative monitoring and evaluation approaches aimed at integrating contextual learning into program activities, and in establishing, developing, and ensuring that grievance mechanisms are in place for all programs/offices.
  • Oversee grant management, including internal and external reporting, project review meetings, project kick-off and closure meetings, compliance, etc.
  • Provide technical mentoring to teams through regular one-on-one supervision and performance reviews in coordination with project managers in Burundi and Tanzania. Establish capacity building plans to develop and improve the skills and competencies of program team members (particularly in education, PSS, and empowerment in Burundi and Tanzania);
  • Update donor and partner databases;
  • Establish strategic monitoring of call for projects opportunities; Support the development of a methodology for contingency plans to effectively respond to the challenges of the national office;

Strategy and Leadership;

  • Lead and coordinate the development, implementation, and monitoring of JRS's programmatic strategy in Burundi and Tanzania;
  • Develop and implement a development strategy in JRS's main geographic and thematic areas, in line with regional and national strategic plans;
  • Identify and develop border/cross-border programs between national operations;
  • Conduct a thorough and ongoing analysis of the context, trends, gaps, challenges, and opportunities, including through proactive external engagement;
  • Regularly visit JRS Field teams in both countries and provide support and feedback to the SMTs on program approaches, technical quality, project cycle management, and methodological issues;

5. Project Monitoring and Evaluation (MEAL)

  • Conduct regular evaluations of ongoing projects with the support of the Monitoring and Evaluation Officer;
  • Guide the work of field teams through detailed reports;
  • Analyze and strengthen the capacities of Project Managers and project staff;
  • Formalize capacity building avenues for field teams based on identified skill needs;
  • Monitor project cash flows, in collaboration with the Finance Officer, and ensure compliance with donor regulations/guidelines;
  • Support and validate the direction of budget preparation and project expenditure review, in close collaboration with the national finance and HR teams;
  • Coordinate and submit to the Country Director, for review and approval within the specified timeframe, high-quality narrative reports (internal and contractual), in collaboration with the project Project Managers and the Finance Officer, and budget monitoring in accordance with contractual conditions;
  • Advise and guide the work of the Project Managers, in collaboration with the Country Director.
  • Produced by the Country Directors (who are responsible for their preparation) in accordance with contractual conditions, particularly regarding donor requirements, format, and deadlines;
  • Liaise with the Regional Office, particularly the Finance and Compliance Department.

7. Experience and Technical Skills:


  • At least seven (7) years of experience working in an international organization or other agency in insecure or fragile environments, including at least three (3) years of experience in project management;
  • Proven leadership and people management skills, including remote staff management;
  • University degree with advanced training or technical qualification in a relevant field/sector (project management, monitoring and evaluation)
  • Proven technical experience in education, protection, or economic recovery at the program and project management level is a requirement;
  • Strong analytical, organizational, management, and leadership skills;
  • Proven experience in program development with key institutional donors such as the EU, ECW, UNICEF, ECHO, UNHCR, SIDA, the US government, and UN agencies. Experience with foundations and private fundraising;
  • Experience in project cycle management and project management tools such as logical frameworks, work plans, budget tracking, etc.;
  • Good communicator and proven diplomacy with all types of stakeholders; Fluent in spoken and written English and French;
  • Ability to work independently, but also to coordinate effectively within a team;
  • Strong computer skills (MS Word, Excel, Outlook, PowerPoint);
