INTRODUCTION
Centre for Rights Education and Awareness (CREAW) and the Community Advocacy and Awareness Trust (CRAWN Trust) are jointly implementing a program that seeks to enhance gender justice in Nairobi, Kitui and Samburu. CREAW and CRAWN understand that in order to have an equal society, there is need to use intersectional approaches that center the diverse needs, experiences, and leadership of people most impacted by discrimination and oppression. Such approaches are important and necessary in efforts to address gender inequality that violates women’s and girls’ rights, constrains their choices and voices and impacts negatively on their ability to fully participate in and benefit from development processes. CREAW and CRAWN Trust are therefore proposing a project that seeks to enhance gender justice by engaging religious leaders and communities towards shifting knowledge, attitude and behaviors to promote the advancement and protection of women and girls.

Project Title:
Shifting Social Norms towards GBV Prevention and Promotion of Women Leadership in Nairobi, Kitui, and Samburu

1. Background
The project aims to shift social norms and perceptions of religious leaders and communities in Nairobi, Kitui, and Samburu towards a gender-equal society where all individuals prevent gender-based violence (GBV), embrace women’s leadership, and promote healthier and dignified lives. The project seeks to:
Strengthen the capacity of women-led and community-based organizations (CBOs) to advocate for gender justice.
Enhance GBV prevention through stakeholder training and improved coordination.
Empower faith leaders to champion gender equality and challenge harmful practices.
A baseline study is required to establish initial project outcomes benchmarks and inform project interventions and monitoring efforts.
2. Objectives of the Baseline Study
The primary objectives of the baseline study are to:
- Assess the knowledge, attitudes, and practices (KAP) related to GBV, women’s leadership, and harmful social norms among religious leaders and communities in the target counties.
- Identify the capacity gaps and needs of women-led organizations, community-based organizations, and faith leaders.
- Document socio-economic and cultural factors influencing gender inequality in Nairobi, Kitui, and Samburu.
- Provide baseline data to track progress against project outcomes and inform the design of interventions.
- Development of a participatory assessment toolkit.
3. Scope of Work
The consultant will:
- Conduct a comprehensive desk review of relevant project documents and existing literature.
- Develop and implement a participatory methodology for data collection, ensuring the inclusion of diverse groups such as women, men, youth, and persons with disabilities.
- Conduct key informant interviews (KIIs), focus group discussions (FGDs), and surveys with stakeholders, including:
- Faith leaders
- Women-led organizations
- Community members
- Duty bearers
- Perform a gender and power analysis to understand the root causes of GBV and barriers to women’s leadership.
- Analyze data and prepare a detailed baseline report with actionable recommendations.
4. Deliverables
The consultant will be expected to deliver:
- An Inception Report detailing the methodology, work plan, and data collection tools.
- A Baseline Data Collection Report summarizing initial findings.
- A Draft Baseline Report for review by CREAW and CRAWN Trust.
- A Final Baseline Report incorporating feedback, including:
- Executive Summary
- Methodology
- Findings
- Baseline data against key indicators
- Recommendations for project design and implementation.
- A Presentation summarizing key findings and recommendations to project stakeholders.
- Develop a participatory assessment toolkit.
5. Timeline
The baseline study will be conducted over 20 working days immediately upon signing the contract.
6. Qualifications and Experience
The ideal consultant will have the following:
- A degree in Gender Studies, Social Sciences, Monitoring and Evaluation, or a related field (Master’s degree preferred).
- At least 5 years of experience conducting gender-focused research, baseline studies, or evaluations.
- Expertise in qualitative and quantitative data collection and analysis methods.
- Proven experience working with women’s rights organizations, religious leaders, or GBV programming.
- Strong understanding of social norms, gender equality, and human rights issues in Kenya.
- Excellent analytical, writing, and communication skills.
