The International Institute for Legislative Affairs (IILA) is a not-for-profit organization that collaborates with policymakers in government Ministries, Departments, Agencies, Parliament, and other stakeholders to draft and advocate for pro-people policies and legislation. IILA operates across several thematic areas, including Health Governance, Tax Justice, and Natural Resources Governance. Our work is driven by evidence generation to inform policy advocacy, legislative drafting, media advocacy, and capacity-building interventions.

Background and Rationale

In the rapidly evolving landscape of policy and legislative affairs, effective communication is essential for engaging stakeholders, disseminating information, and advocating for policy changes. A well-defined communications strategy will serve as a strategic framework for IILA to enhance its visibility, strengthen stakeholder engagement, and promote its mission and values. This strategy will guide both external and internal communication efforts, ensuring consistency, clarity, and effectiveness in all interactions.

Objectives of the Communications Strategy

These are the key goals that the communications strategy aims to achieve:

  1. Enhance visibility and increase awareness of IILA’s mission, programs, and impact among stakeholders, including government officials, civil society, and the public.
  2. Strengthen stakeholder engagement through promoting meaningful dialogue and collaboration with stakeholders to advocate for pro-people policies and legislation.
  3. Establish clear guidelines for messaging, branding, and communication channels to maintain a unified organizational voice.
  4. Improve internal communications by fostering transparent and efficient information sharing within IILA to enhance collaboration and organizational coherence.
  5. Implement mechanisms to monitor and evaluate the effectiveness of communication strategies, making necessary adjustments as needed.

Scope of Work

The development of the communications strategy will encompass the following key areas:

  1. Identify and categorize key stakeholders, including government entities, civil society organizations, media, internal staff, and the public, to tailor communication strategies accordingly.
  2. Determine the most effective channels for reaching different stakeholders, including traditional media, social media, newsletters, public and internal communication platforms.
  3. Develop strategies to enhance internal communication within IILA, ensuring that staff at all levels are informed, engaged, and aligned with organizational goals. This includes protocols for internal newsletters, staff meetings, email communication, and the use of collaborative tools.
  4. Develop core messages that reflect IILA’s mission, values, and thematic areas, ensuring alignment with the organization’s strategic goals.
  5. Establish a crisis communications plan and protocols for managing communication during crises or sensitive situations to protect the organization’s reputation and maintain stakeholder trust.
  6. Identify training needs for staff and stakeholders in effective communication practices, media engagement, and advocacy techniques.

Expert Profile

The expert tasked with developing the communications strategy should possess the following qualities:

  1. Experience in communications, particularly in the non-profit or public sector, with a focus on policy advocacy.
  2. Demonstrated ability to develop and implement comprehensive communication strategies that align with organizational goals.
  3. Exceptional ability to draft clear, concise, and compelling communication materials for diverse audiences.
  4. Experience in developing and executing crisis communication plans, ensuring organizational resilience during challenging times.
  5. A solid grasp of internal communication dynamics, with experience in designing strategies that foster transparency, engagement, and alignment within an organization.
  6. A minimum of a bachelor’s degree in communications, public relations, journalism, or a related field; a master's degree is an added advantage.

Selection Criteria

The selection of the expert will be based on:

  1. Demonstrated experience in developing communication strategies for similar organizations.
  2. Knowledge of best practices in both external and internal communications, with a track record of successful implementation.
  3. Positive feedback from previous clients or employers regarding the expert’s ability to deliver high-quality work on time and within budget.
  4. The proposed budget in relation to the scope of work and the value delivered.

Supervision

The expert will work under the supervision of the IILA Communications Officer, who will provide guidance, support, and feedback throughout the process. Regular updates and check-ins will be required to ensure alignment with organizational needs and expectations.

Methodology

  1. The development process will include the following steps:
  2. Conduct consultative meetings with staff and stakeholders to gather insights and perspectives on communication needs and challenges.
  3. Prepare a draft communications strategy and circulate it for feedback before finalization.
  4. Present the final strategy to IILA for approval and outline an implementation plan with timelines and responsibilities.

Confidentiality

The expert will be required to maintain strict confidentiality regarding all information obtained during the development of the communications policy. Any data, documents, or insights shared must not be disclosed to third parties without prior written consent from IILA.

Timeline

The development of the communications strategy is expected to take approximately 2 months from initiation to finalization. This period will encompass all activities, including stakeholder analysis, policy drafting, review, approval, and planning for implementation.

Budget & Payment

The Consultant will submit a detailed budget in the EOI for consideration by IILA. The final terms will be stipulated in the consultancy contract.

Submission of Proposals

Interested consultants must submit both a technical and financial proposal with the subject clearly marked: "Communications Strategy Proposal for IILA" to the email address: info@ilakenya.org on or before May 28, 2025.

The technical proposal should include the following:

  1. A clear understanding of the Terms of Reference (ToRs)
  2. Relevant experience with at least three similar assignments
  3. Proposed approach, work plan, and demonstration of competence
  4. Assessment of the cost-effectiveness of the proposal
  5. References from previous clients
  6. Curriculum Vitae (CVs) of key experts involved

The financial proposal should be itemized and presented in a separate document.
