SENIOR MONITORING, EVALUATION, RESEARCH & LEARNING (MEARL) OFFICER

Job Summary: 

ADS-W is seeking to recruit a suitable candidate for the position of SENIOR MEARL OFFICER to support the program monitoring, evaluation, learning, and research function across all the ADSW projects and ensure that the learnings from monitoring and research are used to make improvements to programs and to strengthen strategy. The Senior MEARL Officer will be responsible for and supporting the Head of Programmes and Partnerships in the development of theories of change, frameworks and plans, data management tools & mechanisms to aid in monitoring evaluation research and learning of ADSW’s projects and key strategies while supporting continuous improvement of strategies in key technical sectors of the organization. The role holder assists in undertaking data collection, quality improvement, research, surveys, documentation, dissemination of program learnings, and other MEARL activities for the organization.

Roles and Responsibilities 

The Senior Mearl Officer will have the following essential roles and responsibilities: 

  • Develop ADSW theories of change, monitoring frameworks, guidelines, and plans that integrate different strategic focus areas and meet international standards. 
  • Oversee MEARL activities for all programs and conduct monitoring field visits as required to ensure that project progress is on track. 
  • Perform M & E monthly, quarterly, biannual, and annual reporting to all financing partners, the board of ADSW, and other relevant stakeholders. 
  • Support the design and adaptation of the program monitoring tools, processes, and indicators, and lead in the training and quality assurance of the program monitoring and evaluation components. 
  • Ensure the data and information collected through the M&E system are well stored, analyzed, disseminated, and used to advance accountability, demonstrate the impact of the program, and promote learning for improved programming and influencing. 
  • Support programs capacity needs assessments, Baselines, mid-term review, and final evaluation of projects. 
  • Lead consolidation of ADSW learning agenda, and success/impact stories to capture program learning and inform improvements to programs and strategy. 
  • Support in proposal development for new fund-raising opportunities through generation and prioritization of need areas for intervention. 
  • Support improvement of digitization of ADSW MERL system.
  • Perform other organizational duties as may be assigned by the supervisor from time to time.
Key Competencies
  • Deep knowledge of program design and monitoring tools, their application and quality assurance, interpretation of data for decision-making, program learning, and improvement. 
  • Strong communicator, with the ability to present information articulately. 
  • Clear and systematic thinking that demonstrates good judgment, problem-solving Training, and capacity-building skills Research and Excellent Analytical skills Good computer applications skills, proficiency in MS Office, and Analytical software are mandatory. 
  • Appreciation of the project’s host communities’ culture, values, norms, and diversity.
Qualifications and Experience 
  • Bachelors’ Degree in Monitoring and Evaluation, Project management, Social sciences, Statistics, Agricultural Economics, Community Development, Environmental planning and management, or other course M&E related. 
  • Professional certification in project planning, MEARL, or other related fields. 
  • Membership in a professional body is an added advantage. 
  • A relevant master’s degree is an added advantage. 
  • At least 5 years field level experience preferably working with an NGO or INGO as a Professional in project monitoring and evaluation for development. 
  • At least 3 years in a leadership position. 
  • Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring data tools. 
  • Advanced skills in digital data management and analysis tools software, presentation, and report writing.
  • Training and experience in research and/or impact evaluation of an asset.
