Public Health and Tax Project Coordinator

Women‌ ‌in‌ ‌Informal‌ ‌Employment: Globalizing‌ ‌and‌ ‌Organizing‌ ‌(WIEGO)‌ ‌is‌ ‌a‌ global‌ ‌network‌ ‌focused‌ ‌on‌ ‌securing‌ ‌livelihoods‌ ‌for‌ ‌the‌ ‌working‌ ‌poor,‌ ‌especially‌ ‌women,‌ ‌in‌ ‌the‌ ‌informal‌ ‌economy.‌ ‌We‌ ‌believe‌ ‌all‌ ‌workers‌ ‌should‌ ‌have‌ ‌equal‌ ‌economic‌ ‌opportunities‌ ‌and‌ ‌rights.‌ ‌WIEGO‌ ‌creates‌ ‌change‌ ‌by‌ ‌building‌ ‌capacity‌ ‌among‌ organizations of workers in informal employment,‌ ‌expanding‌ ‌the‌ ‌knowledge‌ ‌base‌ ‌about‌ ‌the‌ ‌informal‌ ‌economy‌, ‌and‌ ‌influencing‌ ‌local,‌ ‌national‌ ‌, and‌ ‌international‌ ‌policies.‌

Co-Impact Grant

The role will manage the Co-Impact Grant – “Women workers organize for healthcare and fairer tax systems”. This is a five-year research and advocacy grant focused on two separate pillars of work. The first pillar will use participatory research with women workers in informal employment to highlight their occupational health and safety needs so they are incorporated into public health systems in Brazil and India. The second pillar focuses on regressive tax policies in Ghana that disadvantage women workers in informal employment. Using markets as a proxy to understand the distributional impact of presumptive taxation and VAT nationally, workers’ organizations, research partners, and the revenue authorities will negotiate fairer taxes for women workers. By the end of the 5 years, we expect to have achieved the following outcomes under the two pillars:

Occupational Health and Safety

  1. National health systems and institutions in Brazil and India commit to supporting the extension of OHS provisions to women workers in informal employment, including by investing resources into the integration of OHS services into primary health care as a pathway to Universal Health Coverage, through a program of healthcare worker training, and development and implementation of basic occupational health services.
  2. WHO Member States outside of the two target countries demonstrate interest in pursuing the integration of OHS into primary health care as an important pathway to fulfilling their existing commitments around Universal Health Coverage.

Taxation

  1. Workers in informal employment and their organizations across Africa use taxation as an issue to establish collective negotiation platforms with local and national governments that recognize their rights as workers to decent working conditions and access to quality services.
  2. The Ghanaian National Revenue Authority establishes more progressive tax policies that do not unduly burden women workers in informal employment who are in the most vulnerable forms of work.
  3. Recognizing that workers in informal employment do pay taxes, the OECD and other multilateral institutions no longer promote regressive presumptive taxes to expand the tax base in countries with high rates of informal employment.
  4. The Position

    Reporting directly to the Director of Programmes, this position requires a 3-day workweek commitment. The primary objective is to offer project & grant management support for the Co-Impact grant and to oversee project execution, including areas of monitoring, learning, evaluation (MLE), reporting, and coordination with the research leads in the Social Protection Programme (SPP) and the Urban Policies Programme (UPP).

    Responsibilities

    Specific responsibilities will include:

    • Provide project management, grant management, and reporting support for the Co-Impact grant.
    • Perform the role of budget-holder for the Co-Impact grant, including developing plans and budgets, approving invoices in the WIEGO system, and reporting on them for WIEGO.
    • Administer consultancy contracts and sub-grants under the grant.
    • Support the research leads in SPP and UPP to undertake grant activities as laid out in the approved budget and plan.
    • Provide and coordinate inputs into research design in consultation with the Research Coordinator and relevant Programme Directors.
    • Review and comment on research outputs before they are shared externally with a view on research quality and uptake.
    • Support the development of advocacy strategies with the research leads and project partners to ensure the project achieves the intended outcomes.
    • Provide targeted research and advocacy support to the Worker's Health Coordinator to achieve the project outcomes.
    • Coordinate monthly project meetings between the research leads and relevant Programme Directors to track progress and document learning from the research and advocacy activities.
    • Develop a MLE plan with the WIEGO Impact Team, Research Coordinator, and in coordination with the research leads and in line with donor reporting guidelines.
    • Gather and analyze outcomes related to the Co-Impact grant for donor reports and learning discussions with implementing partners.
    • Organize an online six-month learning meeting with the two research leads, the Research Coordinator, and other relevant WIEGO team members and project partners.
    • Liaise with colleagues within WIEGO to share information about the activities, outcomes, and progress of the grant.
    • Support the development of communications messages and materials in collaboration with the WIEGO Communications Team.

    About You

    To be successful in this position you will need the following:

    Qualifications and Experience:

    • Minimum of 5 years experience working in a non-profit, public policy organization, research, or academic environment with project management experience.
    • A Master’s degree in social sciences. Exposure and expertise in the informal economy are desirable.
    • A proven track record in applying an intersectional and gender equality perspective in research and/or advocacy projects is required.
    • Prior experience in a project management team for a multi-year, multi-country donor-funded project is required.
    • Proven advocacy experience on public health issues in the global South is required.
    • Experience with Outcome Harvesting as an evaluation method.

    Skills and Competencies:

    • Strong project management skills, including the ability to develop work plans, set timelines, and manage resources effectively.
    • Ability to provide direction to team members and project partners outside of one’s formal management oversight.
    • Excellent communication skills, including the ability to communicate complex ideas clearly and effectively to diverse audiences.
    • The ability to work virtually and deploy open communication and active listening skills.
    • Ability to manage multiple tasks concurrently and work within tight deadlines.
    • Experience in working in a diverse, multilingual, multicultural team.
    • Strategic thinking and facilitation skills, including the ability to resolve conflicts.
    • Excellent written and spoken English language skills.
    • Working knowledge of Portuguese would be an important asset

    What we offer

    This self-employed consultancy contract will align with WIEGO’s two-year contracts (2023-2025). Therefore, this contract is offered, following a trial period, until 31st March 2025. Subject to satisfactory performance and mutual agreement, the role will be extended to a two-year contract.

    The Co-Impact grant is set to end on 31 March 2029. Pay is in US Dollars and is dependent on experience, location, and the role profile as defined by WIEGO’s Remuneration Policy.

    This will be discussed with the successful candidate. The post-holder will work from home and therefore you will need access to your own computer equipment and a strong Internet connection.
